SPECIAL NOTES
Each member retains its assigned number of host stadiums in every edition:
Nigeria retains two host stadiums; Mali, Burkina Faso, Ivory Coast and Ghana,
Togo and Benin retain one each.
Ouagadougou activates once safety and stability are guaranteed; Bamako activates
as conditions improve. If a venue cannot comply, its place may be reassigned within
the cluster or to a neighboring cluster, prioritizing distance and connectivity.
